Palestine
“That this Congress notes that in November 2023 the Palestine General Federation of Trade Unions put out a call to the international trade union community to:
• refuse to build weapons destined for Israel;
• refuse to transport weapons destined for Israel; and
• take action against complicit companies involved in implementing the brutal and illegal siege and genocide in Gaza.
“Scottish workers can and do find themselves manufacturing weapons, components and/or support apparatus (eg. drones, drone parts) which are used against the Palestinian civilian population by Israeli forces.
“Congress welcomes the case that South Africa has brought to the ICJ to determine whether the Israeli Government is committing genocide in Gaza. However, we do not have the time to await the World Court’s full decision.
“Congress remembers the actions of the East Kilbride Rolls Royce workers that this movement celebrates, who took a stand against complicity in the state murder of the Pinochet regime, which was supported and enabled then by the UK Government similarly to how the Israeli Government is now enabled via UK defence contracts. Consequently, workers in these industries should be empowered to make moral choices to oppose complicity in genocide.
“Congress calls on the General Council to:
• heed the call of the PGFTU;
• work with affiliates to devise a Just Transition plan for the workers involved;
• increase and intensify BDS activities and campaign to include any and all business, cultural, educational, sporting, and other activities identifying with the Israeli state;
• devise a ‘no complicity in genocide’ campaign, advising affiliates on how it would apply in various industrial sectors; and
• continue to engage with MSPs to ensure legislative consent is withheld for the Economic Activity of Public Bodies (Overseas Matters) Bill and the provisions of any resulting legislation are not enacted in Scotland.”
