Dear Cabinet Secretary,
As the trial of peak train fares draws to a close, we commend the Scottish Government for its initiative. However, as representatives of trade unions, environmental organisations, and passenger groups, we urge you to reconsider the decision to reinstate peak fares by making their removal a permanent policy.
From its inception, we have advocated for the pilot to be part of a lasting and long-term shift towards more affordable and integrated public transport ticketing. Peak fares impose an unfair financial burden on workers, especially those who rely on public transport. Your National Transport Strategy aims to reduce car travel by 20% by 2030, affordable rail fares are essential for promoting sustainable travel options.
The temporary suspension of peak fares delivered real benefits by supporting commuters and increasing passenger numbers. The trial showed that lower fares encourage a broader range of people, including those from lower-income backgrounds, to choose rail travel. This shift supports environmental goals by reducing car use and eases financial strain on households. Reintroducing peak pricing would reverse these benefits and likely drive more people back to car use, counteracting our climate change efforts. To advance Scotland’s climate and economic objectives, it is crucial to continue supporting affordable rail travel.
As previously stated, the trial demonstrated substantial financial benefits for commuters, with many saving hundreds of pounds over its course. Affordable rail travel benefits both individuals and the broader economy. Increased disposable income for commuters translates into higher consumer spending, while greater rail usage reduces road congestion, pollution, and infrastructure wear. Research by the Railway Industry Association in 2021 shows that for every £1 invested in rail travel, £2.50 is generated in the wider economy. Making the removal of peak fares permanent would not only continue to support Scotland’s workforce but also foster sustainable economic growth and advance climate goals.
With the cost of living rising, the Scottish Government has a unique opportunity to support working families and everyday commuters by permanently abolishing peak fares. Such a move would send a strong message that Scotland is committed to accessible and equitable public services while addressing both social inequality and environmental challenges. Our organisations urge the government to listen to the voices of workers, campaigners and commuters and eliminate this outdated fare structure.
